Quote: Students who earn a semester grade-point ratio below 1.5, regardless of their cumulative grade-point ratio, will be placed on academic alert.

Paraphrase: Students will receive extra help from their advisers to get their grade point rate up to be  eligible. He/she will not be notified about their grade point rate.
